Can I simply just transfer an Octopus Regulator from one Scubapro first stage ( MK25) to a (MK17) first stage or does a shop have to make adjustments on it?

Short answer. Yes you can.
Long answer... There may be a difference in the intermediate pressure of the two first stages that will mean your second stage will need an adjustment when it has been switched. Either way, any dive shop that charges for a second stage adjustment is being incredibly mean!

The issue to be concerned about is intermediate pressure (the pressure that the 1st stage is set to reduce tank pressure to)....if the intermediate pressure of the 1st stage you will attach the octopus to has a higher setting than the one it is being removed off of then there is the possibility that the octo 2nd stage could free flow. The likelihood is not that great given that you are transferring from a scuba pro 1st stage to another scuba pro 1st stage and octopus 2nd stages are typically detuned to prevent free flow issues.

The specs for intermediate pressure for the MK25 1st stage is between 125 and 145 PSI
The specs for intermediate pressure for the MK17 1st stage is between 130 and 145 PSI

Given the above information, you will most likely not have any issues.

My recommendation is to make the swap and test in a pool or shallow water....if the 2nd stage does not free flow and continues to breath without problems then don't worry about it, if it is difficult to breathor does free flow then visit a shop and ask them to tune the octo second stage....or do a youtube search for the Alec Pierce video where he explains and demonstrates the procedure to tune the 2nd stage.

I agree with Lexington, should be fine. Octos tend to be tuned more conservatively than primary regs so they tend to be less affected by small IP changes. If your octo is a higher end balanced model, then the odds of it working are even better since balanced second stages are unaffected by IP changes than their unbalanced counterparts. Bottom line, odds are it will work, no reason not to give it a try. At worst you have a slight free flow.

I should have mentioned that the Octo in question is a Scubapro RO95.

You will be fine swapping that over...

...unless of course your not.
