I asked a shop whether I need a STA if I'm buying Fred's BP and an pioneer wing.

This is the answer I got:

"The Halcyon backplate is exclusively designed to go
with the "built in" STA system as it has slots cut into it to accommodate the cam bands. If you do not want this (say you want to go with your own backplate with no slots in it), you can purchase a separate Single Tank Adapter (STA) that bolts onto the wing & backplate and then has cam straps for the tank.
Most people don't do this because of the built in stabilizers on the wing and it's a bit redundant for tank stability. but it works and it is a viable option."

I believe this is right for lots of BPs around there. Is is true for Fred's as well?

My FredT BP has tank band slots in it. I'm not using the STA at the moment, just tank bands threaded throught the wing slots and the BP slots. Works very well and is stable.
