Has anyone on the board with a within 72 hour prior to arrival PCR Test been delayed by the airlines that put you outside the 72 hour arrival window? If so, how did Bonaire handle it? In other works, is the 72 hour rule based on "scheduled arrival" or "actual arrival?"

It appears to be based on actual arrival. Best not to cut it too close.

DO NOT FOLLOW THIS WRONG ADVICE.

That first link only applies to the Netherlands (NOT Bonaire).

The second link was a "hope" that came and went.

*The only TRUE source of info is from here:

Q&A travelers - Crisiswebsite van het Openbaar Lichaam Bonaire

*But even this had the wrong info on the English version of the site for a few days as they were also confused about the Netherlands policy, but this was corrected relatively quickly and nothing has changed.

Change the 1st site to eglish (top left) and it is for travel US to Bonaire.

The Crisis website does contradict the other two.

Suggest contact Contact - Crisiswebsite van het Openbaar Lichaam Bonaire to get answer.

Also the airlines will know. Check your itinerary and see what travel requirements are required.

I decided to move the PCR appointment up in order to build some time into the 72 hour window should the flight be delayed.
