Not too many fish? Saw the eagle ray and one or two other fishes?

Palancar is more for the topography. The swim thru's and pinnacles. If You want fish, look for a site with more current like dalilah, paso cedral, or even the walls like villa blanca or San Francisco. Palancar usually has lionfish, snappers, turtles, lobster and small fish like black cap basslets who love overhangs..
