1. Why?

2. It's the IMAGE that places, not the entrant. Every photo contest I've ever entered has worked this way.

3. Each entrant was limited to six entries, with no more than three in any category.

Last year I complained about the beginner category getting swept by a professional and it seems to have happened again. Mark Davidson is a pretty common name but there are several professional photographers with that name. I would be curious to see his credentials, seeing how he won with every photo he submitted and won first prize overall (by a ton) in the contest.

Good to see that last years beginner's level cheater, (professional photographer for the Sacramento Bee Bryan Patrick) was relegated to winning a single third place in the intermediate category. Actually, he doesn't work for the Bee any more since he was fired in February for manipulating documentary photographs. Karma. But there is a reward for ethics in photography as Good Guy Randall Benton (also from the Bee) entered in the advanced category this time and placed higher than Bryan Patrick. Sacramento Bee fires Bryan Patrick for photo manipulation | Poynter.

Bryan Patrick didn't break any rules in last year's Shootout. He was legal in beginner. Saying he cheated is libelous.

Google turns up two professional photographers named Mark Davidson. One is Boston, the other in Palm Springs. The one in Palm Springs has a picture of himself on his website, and it's clearly not the same guy. The Shootout's Mark Davidson is an Architect. If he were a pro he'd be shooting something more high-end than a Canon 60D. Mark has been diving and taking surface pictures for a long time, but only brought the two together late last year when he bought the 60D and housing from his cousin. He also did is homework about what wins and how to shoot it.
