I'm not even sure what it is! Is it maybe a 20 cu-ft AL cylinder? The only cylinders (tanks) I know that are rated in pounds are Propane tanks. There, a 5 gal propane tank has about 20 pounds (net) of propane, I think.
 
Judging by the hinge on the door this looks like a al80 to me. 20 lbf-ft is a torque spec. i think.
 
Haha I probably should have put it next to something better for a point of reference, huh? Haha thanks
 
How about a brand (Luxfer, Catalina, WK?), original hydro date and type of valve (the pic shows a cover over it but I am guessing K-valve...)
