20 lb 3000 PSI aluminum cylinder

Does anyone know how much it costs to ship one of these things?

I'm not even sure what it is! Is it maybe a 20 cu-ft AL cylinder? The only cylinders (tanks) I know that are rated in pounds are Propane tanks. There, a 5 gal propane tank has about 20 pounds (net) of propane, I think.

It says 20lbf-ft up next to the valve. It's definitely an aluminum scuba cylinder, though

Judging by the hinge on the door this looks like a al80 to me. 20 lbf-ft is a torque spec. i think.

How about a brand (Luxfer, Catalina, WK?), original hydro date and type of valve (the pic shows a cover over it but I am guessing K-valve...)
