Your Planned Itinerary looks decent. No need to fly much however,(no time needed for off-gassing). Cebu, your gateway to Moalboa and Malapascua you can take a superferry to Bohol then another superferry to Dumagete. I also don't know about Davoa or Surigao. A flight to Mannila from Dumagete will put you a two hour drive then a 45 min boatride,Bohol, and dumagete away from Puerto Galera. Bohol and Dumagete have great topside activities to off-gass, for your trip Home, off-gassing in Manila will bring you lots of options for topside activities.
 
Bohol, anilao, malapascua all a must really. Boracay best place for chilling and partying if you wish (you can dive panagatan quays from there with overnight liveaboard and good chance of seeing hammerheads, othersharks, mantas, eagle rays etc...). Sogod bay in my opinion is a must, excellent macro incl mimic octopus and wonderpus, blue rings, star gazers,and all sorts pygmy seahores, sea moths, hairy octopuses, ghost and robust pipes, nudi's etc...plus great wall dives, corals are amazing and perfect time to see whalesharks (usually between nov-april) (closer u go to april the better the viz as well). check out sogod bay scuba resort - nice accomm, good food, cheap diving!!
