For the Mares Vector does it have any pockets, D-rings? Also why so cheap?

The Vector has 2 side pouchs (no zippers) one front pocket on the left side with a flap and a zippered pocket on the right. 2 D rings on the vest front and 2 on the straps.

I got it inexpensively so am selling inexpensively!
