Incorrect.
When a cell is failing, it is current limited. Voltage is just what you read after the circuit inside the cell has converted the current into voltage that you can read.

For the Palm O2 it will fail to calibrate and will read low. That is also the indication that the battery is dying too.

I've just been cataloguing on whiteboard which tanks contain what, and how much inc 100%
with an alpha 1 with an original cell from the manufacturer not a copy that's been going 6yrs

but I punched out a silicone disc to put in the cap to seal the cell 100%
