I have certification cards from at least ten different agencies and I teach courses certified by five. Take the courses you are interested in without regard to the agency. It is the knowledge and training that is important, not letters on the card.

There is no specification for baloon grade helium. It may be mixed with oxygen or it may be mixed with air and the ratios are highly variable. The only thing you know for sure is that there is enough helium in the mix to float a baloon.
