If the diving is with a DM and not going too deep (>40'), then you can dive with the group - even before the 4th dive and OW certification. Either way, have fun :)
Your Instructor should've certified you as a SCUBA Diver, meaning you did the pool, written, and first 2 OW dives. That way you can dive with a professional (instructor or DM). When you finish the 3rd and 4th dives, you should be upgraded to OW Diver.

My wife and I have hundreds of dives on Oahu and Big Island (not Kauai) as customers, and our standard is $10/tank. It can go up or down from there (mostly up). It's your chance to reward good service, especially if you want to come back and dive with them again.
I had to practice for several months before I took the test, just to have a chance of passing. I've kept up with the swimming, and it's been great for my health and diving.
Edit: I agree that as the sheepdog, I gotta be able to get to students fast, including grabbing them before they rocket...
As with a lost buddy, you can safely skip the safety stop when ascending due to gear issues. That's always assuming you've stayed within the rules during your dive.
