I see no actionable QA items for PADI to respond to. I do see that the dive shop you were going with has issues and I encourage you to reach out to the management and staff of that dive shop and register your complaint.

You can get windy days anytime of the year. There is no way to predict whether July or August would be calmer.
Night dives in Key Largo typically have excellent visibility.
When the source gas (In your case O2) pressure is below 300 psi it takes at LEAST 5-6 cubic feet of drive gas to boost 1 cubic foot of source gas. That number may be as high as 7:1. I always stopped boosting when the source gas dropped to around 300 psi.
The booster gets hot as hell too.
I used 1/2+ 200 many many times at Little River, Devils' and Madison back in the 1970's. It was an acceptable gas rule long before the CDS existed.
I am not advocating for that rule now. But it worked and we had acceptable reserves when we surfaced.
*IF* you ever decide to go "Tec" you will not want retractors. They are bulky, they create an unacceptable entanglement hazard. Oh, and yea, you will look like a stroke with a retractor. :laughrant:

MY BT got 2-3 inches of fresh water in the tail cone. The water was in there maybe an hour. It does not power up. They are having me ship it to Washington State for diagnosis and repair.
