Its the instructors translation of the requirement. PADIs standards are spelled out quite clearly. So I'm saying its the instructor via the PADI standard.

I love it down there. I vacation just south of there on don pedro island. Goin down in july, can't wait. Definitely no shortage of small teeth. I have found 2 halves of megalodon teeth one is about 2" the other is about 1 1/2" with a good size chip.
