It's really just a timing issue for really any half-day charter in the Keys. A boat leaves the dock at 8 am, arrives at the dive site a half-hour later to drop divers in the water for an hour-long dive, has an hour surface interval during the ride to the next site, drops the divers back in...

Woah, maybe take it down a notch? I'm not saying that's how it should be done, I'm saying that's how it happens IRL for the half-day charters. How are you going to "get in the water" to evaluate a group of divers doing a Saturday morning two-dive trip out to the Spiegel Grove?

If you are running a two-dive half-day charter, what other option do you have for divers you've never seen in the water but to set an AOW card as a minimum standard for deeper dives?

IANAI, but the two valuable skills you get from the AOW deep dive are the demonstration of how much slower you process information due to being narc'ed and how much faster you burn through a tank at depth. Many dive ops look for AOW assuming the diver had those experiences, and IMO the OP got...
