What am I missing? You stated AG's monitor incident,(that's 1) I can't access the link on decostop but what was the other name involving a successful rescue of a toxing diver?
You original post said they were rescued. I know of others that weren't too. How many actually rescued. AG's incedent is the only I have heard of. Pretty small scale to build a whole argument on eh?
You imply the danger of solo diving is not having a buddy to rescue you if you tox. That seems a...
I have been looking at the same thing. From what I can see a dolphin can be had for about 2k but a kiss can be bought for about 4k. At least if I decided I hated rebreathers I wouldn't be out too much.]

Use unscented talc. I actually use USP foot powder which has no scent or additives at all. It also works well for latex seals
BTW jonnythan the catalyst is not bilam, They call it quadflex and it is a 4 layer shell. The MSRP is about $2200 in Canada.
I think you need a way to raise a couple of $100K then buy an old ship. HMCS Huron should be available soon. Then several thousand man hours to strip and environmentally clean, then ocean dumping permit, then insurance, then....
It's a great idea but I understand it's a much bigger undertaking...
