I think it is the Morrison's dragonet. This is where I found it: http://filaman.ifm-geomar.de/summary/SpeciesSummary.php?id=12643. click on the picture, then click on the picture called (Symor_u5.jpg). I could be wrong, but they sure look alike.
Initially I would have agreed with you, but the Morrison's Male doesn't have any occeli on it's anterior dorsal fin. I got a better picture this week to show the occeli http://www.scubaboard.com/gallery/showphoto.php/photo/55067/cat/500/ppuser/24722. It's not supposed to be found in Guam though???
