I have design of a SM lumbar plate and would like to have it cut from SS plate, 166 x 117 x 2 mm. Asking for suggestions where to start looking for affordable CNC. Thank you.

Probably not CNC, but plasma, laser, or water cutting services you are after. With waterjet probably the best option behind laser. Do you really need machine tooling done to the plate? Or just have it cut out?
 
@broncobowsher You are right, first step is cutting, laser or waterjet. But as far as I know it leaves pretty sharp edges, even with deburring. Existing products I've seen have smooth (rolled?) edges and I wonder if that requires CNC (tooling?).
 
Waterjetting or laser will leave a burr. Laser will also change the temper of the edge. Waterjet will not change the temper or discolor the edge. Whatever method is chosen will leave a burr. Cleaning it up can be accomplished by sanding/grinding or flattening the edge in the case of a waterjet. But you need access to something like a 30 ton press with a flattening die or biga$$ arbor press.

Then you tumble it. A back plate would take an industrial size tumbler.

Without access to one of those, it's a process of grinding, then sanding using something like 60 or 80 grit, move to 220, and then 400-600.

A small hand held air belt sander makes this not so bad.

Note that unless you know someone, laser or waterjet cutting can be expensive. Our company bills at $100 an hour plus a set up fee of 50-100 for a one off. Plus material unless you supply it.

Also need a dxf file or drawing with every measurement so that we can draw it up. Dxf is preferred.
