Yep, looks scammy to me. Domain is an Italian TLD but registered through Ireland, and all registration info is hidden. I reported it, a mod can decide what to do with it.

Call me cynical, but IMO this petition has absolutely zero chance of changing anything that happens on Cozumel. Money talks and... well, you know the rest.
 
I, for one, am hoping in a perverse way that the cruise industry gets rolling again soon. The pandemic constraints on their business have put them in a crack for home ports, and that is what is driving the idea of establishing Cozumel as one. That would be immeasurably worse on the rest of us than 10 (or whatever) ships docked on Cozumel at the same time. Can you imagine the effect on the airport, ferries, restaurants, and hotels of 5000 to 10000 (or whatever) people all trying to get on or off the island and having to spend a night coming and/or going at the same time?
