Perhaps checkout the float arms that Kraken Sports supplies. They have 2 options, the more expensive of which allows you to control the flooding of the arms to fine tune buoyancy. You'll have to scroll down the page of the link below a bit.

For Locline arms we use the segments from a STIX buoyancy collar. Work great, attach with velcro strap.

Weigh your rig in a tub of water using a luggage scale. Add buoyancy to make it slightly negative.
 
Fishing net buoys are made of a hard closed cell foam and cost about 50 cents a piece each, found at most tackle shops. Just enlarge the hole for the locline and paint it whatever color you want if you don't like the look of the tan buoy.

Here's a pic of my DIY rig showing the buoys. I have since painted them black.

Cut some pieces off of a pool noodle and duct tape the seam.
