Language especially the written words is NOT an issue.
HK to Hualien, bus or train to Taitung and then ferry across. pretty straight forward.

But how about dive operator and place to stay? Any recommendation?
Stay away from "safetystop@#$%^&"?

I can literally fly into any major cities in Republic of China but the flight offer by HKExpress(commie china budget airline) to Hualien can be dirt cheap! I really have to swallow my pride and principal to fly commie chinese airlines. And I might have second thought on the idea.
Have tried to contact Blue Safari but yet to receive an reply.
Will try ChuFu. But its link quoted in their Facebook page(diving.okgo.tw) does not work.

I'll try to get Hei Ren's contact info for you (he's the guy who runs C.F. or Chu Fu).

His sister has a guest house just up the road and can arrange scooters for you too. I mean the motorbike kind, not DPVs.

Getting reply from some of the dive operators on Green and Orchid Islands are impossible!!!

Another good option is blue safari 藍莎潛水中心 | Blue Safari Diving Center (believe they use chufu’s boat for dives)
Both operators are on the northern side of the island and fairly close to each other assuming my map reading is correct.
I should be able to find a dorm bed in that village. The only concern is to ride a electric motor scooter with a heavy bag from Nanliao Port to the hostel.

Haven't set foot on Republic of CHINA for very long time.
 
The place where you're staying will almost certainly send someone with a van or a truck to meet you at the pier when your ferry arrives. You'll probably need to rent your motorbike / scooter near there and ride it up north to where you're going to stay, but you shouldn't need to put all your things on the scooter; nor should you need to find your way to the hostel or guesthouse. The local custom is to meet people at the ferry port when they arrive.
