Some juvenile fish are brightly marked with blue dots, like California's Garibaldi. Where were you when you saw this alleged fish? That will help anyone who wants to look up possible identifications. The DeLoach books will be useful to you. However, dumpsterdiver's rainbow fish sounds and look pretty plausible.

That is, indeed, the problem with your request.
I don't believe anyone will tell you you were not narked. I would sure assume I was narked if I were diving at that depth on air, regardless of what I was seeing or feeling.
The only help you will find here is anyone being able to verify that such a fish exists. If it does, you may indeed have seen it.
You were still narked, though.
There are a lot of angelfish, some say more than 100 different colored species, been 20 to 40 of them very common to find, so it is likely that you saw one of the not so common ones.
Where you in caribbean waters ?, sure enough we have a lot of them here in the island

Size is easy to mis-estimate, and background colors in fish can vary dramatically with the lighting or in some cases with their mood. So the key questions seem to be:
Where were you diving?
Were you using a flashlight?
While you were almost certainly narced to some extent at that depth, no one can know how much impact it had on your perception.

Was it solid sepia or was there a bar/stripe pattern?
Any patterns on it's forehead? You sure it was an Angel fish or body similar to an Angel fish.
Any coloration on it's fins? Caudal, pec, dorsal?
You won't believe how far away from an ID you can get if you assume something just slightly off about your ID.
Also keep in mind depth and narcosis can make you see funny lights and different shades of color.
So yeah, you probably were narced.
Seriously, seeing blue flashes is one of the signs that tells me I'm narc'd.

THAT is really close only the shape was more the "classic' angelfish shape,the colors on the body were defined from almost black to the body color of this fish. and the blue edge was broken
If it helps. I was diving off the coast of Vanuatu so pacific tropical. The fish was seen on the top of the bow of the Semele which is a sunken cargo ship.Foto de Port Vila, Efate: The Semele Federsen Wreck - TripAdvisor
It was brilliant sunshine and clear water. No aux lighting was used at that point.
the fish was spotted during the origonal descent.

College Ichthyology did not teach me fish ID from a laymen's description. xD
Angelfish will morph their body shape as they grow in age. Their color patterns will too. Some species, their Juveniles are brightly colored and will taper to their adult color as they grow. So keep in mind that one stock photo image of your actual species may be very different from the individual you saw.
But to strike out one option, it's not a Queen Angel, those are Atlantic only.
So I'm assuming it had no stripes, no different coloration on the face. Just all sepia with black borders and blue LED's broken around it's outline?
Is that the correct description you saw?
Was the size bigger or smaller than your fist?
