Simple answer - control. Being vertical provides an ability to compensate for uncertain buoyancy control through finning. Guarding against the risk of uncontrolled descent is seen, on balance, as preferable to the (negligible) risk of DCS from not being horizontal. As such, some training agencies recommend it as the optimum technique for entry-level divers.
