I have seen this before, and I am trying to figure out if there is an equalization problem for the cat's ears.
I guess not, the cat is in a diving bell of sorts.

My cat HATES the water. Wish I could toss him in the pool and watch him swim lol. I guess I could but he wouldnt like it to much

The equalisation problem surely exists, because it doesn't look like the cat is fully enclosed in a 1bar pressurised container. This means that the cat is exposed to the water pressure (even if its head is in an air bell, and if the same pressure is not found in the inner ear, the ear drum could rupture.

OTOH, I'm not a biologist, and maybe the cat's inner ear is large enough so no equalisation procedure is needed, but definitely the cat needs to have the same pressure in the external and the internal ear.
 
No long hose, no BP/W, no bungeed alternate, crappy kicks, no way to pass the primary, no way they could swim that rig up from the bottom, the list of strokery is endless. These animals are gonna die. Makes me sad for the dog. :D
