Was looking into securing two spots on MV Huskyan (apparently the best charter operation for Scapa Flow) in June or July which are the only times I can take time off.
But seems like it’s all fully booked with group charters. I assume some of these are clubs. Does anyone know of any clubs that might have availability still in that period for 2 CCR divers to join?

You might try a post on TDF.

UK dive clubs tend to fully book boats at least a year in advance. Remember a UK charter is just your taxi to/from the dive site, they take no part in planning or executing your dive - unless you pay a lot more.
 
The Huskyan does fill up quickly but you may want to watch their Facebook or subscribe to their newsletter. They do occasionally post last minute openings.

If you haven't already, reach out to Huskyan they may be able to tell refer you to the dive group/club that booked if they have open spots.
 
If you email Emily, the owner of Huskyan, she might be able to get you on a trip which is not full. This is how I ended up diving with her back in 2013 when a club did not fill the boat.

Looking for a budget to do the WWI wrecks. Coming from Canada. Any SCUBA Shops or Travel Agencies there do this?

You book yourself on a boat (Huskyan or Valhalla are highly recommended). The boats can rent cylinders. Scapa scuba might rent few other things but I think you need to fly in your drysuit etc.

The cost was around 1300ish pounds for boat / air topups and a bit of O2 for CCR / food / evening beers per week. OC would be slightly more on gas.

There used to be a shop that was doing more recreational full service diving from RHIB but I would avoid that style of diving if you are flying in.

Be really careful with clubs and groups and always ask what do people plan to dive, and assume they might be lying to fill the boat if they paid for a charter. It’s not unheard of for clubs to have Scapa as a highlight of the decade and see people dive air because nitrox is too expensive - which might mean that you only get to dive each battleship once as it’s too deep for most divers, especially if the biggest dive of the season. On the other hand, if you find a mostly-CCR group, you could be lucky and get few dives on Markgraf :-) .

I'm not so sure about that previous view of club trips, yes there are some that will dumb down the trip to air/open water/AOD depths making it a pain for CCR divers but Scapa can be pretty much multi-depth on most of the iconic wrecks and its mostly advanced/Dive Leader type diving so less likely to be a problem. Plus its an expensive trip so going on air and a single is a major missed oppertunity (and plain risky).
