One question. You mention the Mexican government may not let Guadalupe open at the usual time, July 1st. I've read previously that opening might be delayed, but what I haven't learned yet is this...why is the Mexican government keeping the area closed?

Unknown. (Because they can????)
 
True, but everything happens for a reason. Sometimes it's an ill-informed, stupid reason, but still a reason. Keeping a tourist draw closed can keep paying tourists out. If they're keeping it closed, somebody thinks there's a point. Considering how popular Guadalupe great white cage diving is (in the past, looked to me like around 5 grand for a trip), I'd think both vendors and customers would be pushing for it.
