Leisure pro has the tech 10 on closeout cheaper than the zeagle ranger. What would be the cons/benefits if any with going with the tech 10 in lieu of the ranger?

With 65# of lift it is way over kill for recreational diving. It is more suited to PSD diving than Recreational or even Tech diving.

and even at $525 it's not the best buy. It's really not a useful BC outside of PSD, and even then, it's overkill. If you're diving it single tank, keep in mind that at 65lbs, this is easily 2x as big as you will ever need which causes more drag in the water, so your SAC rate will go up because you're kicking around more drag and it's just an overall bad design for any sort of recreational diving.

The coldest diving I will do is most likely in California or perhaps Seattle. Do you think I can get away with 35 pounds of lift or will 44 be more appropriate?

depends, if you're diving dry, 35 should be fine, if you're diving a thick wetsuit and going deep, 44 would be better. Call Deep Sea Supply, they'll get you figured out.
