I purcahsed a 2008 Zeagle Ranger used from a Divemaster at my local shop. I have gone through all of the basic adjustments but my tank still seams to ride extremely low. The shoulder straps appear to be on the long side. It is an XL and I usually run between an Xl and an XXL in all my gear so I can't imagine neading a Large. Any suggestions would be appreciated
 
Keep in mind that zeagle BCs are modular, thus you can achieve a custom fit by mixing and matching pieces. It may be that you simply need to swap out the shoulder section for a smaller size.

if you have an XL and just experiment tank being too low, check the L before going to Medium.
The size chart provided by Zeagle seems to me little conservative and even with 17" shoulder to waist, L maybe a better choice. I'm 17/18" and medium was well too small.

If using a smaller ranger, it may be ok with light exposure suit, but you'll have the chest strap getting in your neck, and the d-ring will be on your shoulders.

All also depends on your overall height. check the Scuba.com Diving Portal - Scuba Gear, Scuba Diving Equipment & Snorkeling Equipment size chart as well. for some reasons it is different that the one provided by zeagle, but to me more accurate on what size you should actually pick.
