YS-01 Only working in ttl mode

Have 2 YS-01, both only work in ttl mode. This on a Olympus TG4 in an Ikelite housing and a Panasonic LX7 in a Nauticam housing.

Neither manual modes work. With the Panasonic, the strobes do not fire at all in either manual mode. With the Olympus, the strobes fire in manual, but the sync timing is off and the pictures are dark.

Strobes work with both cameras in TTL and I can micro adjust in TTL. Any ideas ?
 
As far as the TG-4 the strobe should be set to the double lightning bolt, and set the camera to fill flash, if the camera is set to manual flash power set the dial on the strobe to the single lightning bolt. With the panasonic or any other camera when using manual mode on the flash you need to know if it uses a preflash or not. Hope this helps.

Both cameras are set for fill flash.

The flash fires with the TG-4, but flash fire and the camera shutter are not synced and the pic is dark. Happens with double lighting bolt and single.

With the Panasonic, the flash does not fire at all with double or single lightning bolt.

Flash fires properly only in TTL mode. Thankfully I can micro adjust, but sometimes TTL overexposes and micro adjust is not enough. That is why I want to manually adjust flash, but it is not working.
 
UPDATE:

Buried in the menus there are additional flash settings on both cameras.

LX-7 has flash sync setting type 1 and type 2. Changed it to type 2 and the strobe now fires, adjusts and syncs properly.

TG4 has 3 flash options buried in the menu. Remote Option off, rc, slave. Tried all 3 with both strobe manual options. Strobe fires, but is not sync'd with the camera shutter. So, still TTL mode for the TG4.
