If you owned the Nikon 12-24 and Tokina 11-16, would you bother purchasing the Tokina 10-17 and why?

I wouldn't bother. Not enough difference in focal length to justify the expense. You don't gain any useable range that you'd ever notice a difference. Of course, If money were no object then I'd have 2 of each
