they are for the backup lights. you clip the light off to the d-ring and keep it from dangling with one of the rubebr inner tubes. the second one is if the first one breaks thru wear after awhile. They go ahead and put the second one on the harness cuz they have to be put on while threading the harness in the bp. They wil be on both shoudler straps *(for 2 backup lights) this keeps them all nice and tucked away.

They slide down and are used to hold the backup light in place. The light is clipped to the D ring then points down just iin case it comes on during the dive so it doesn't blind the diver.

In this picture (http://extreme-exposure.com/images/mc_system04/Eclipse_Harness_01.jpg), it looks like there are two flat rubber bands around the shoulder strap directly beneath the D ring. What are they for?

I believe they are to secure your backup light source(s) to your harness so it doesn't "flop" around.
