In order to win, you'll need to spend $6.50 (per DiveNav) to obtain enough "bubble credits" (their virtual money) to take the course.
Plus, you'll have to register for their website, giving them all your personal info.

So, since a purchase is required to win, isn't this a lottery?
Is this legal in all states?

It is not a lottery; it is a "Contest". See the legal terms on the forum.

There is a big difference between "lottery" and "contest": lottery is when you have a random chance to win something. Contest is when there is a measurable event/quantity that allows selection of the winner.

From Rules For Operation of Contests and Sweepstakes: Legal Guide U-3 - California Department Of Consumer Affairs

A "contest" is any game, puzzle, scheme, or plan which offers prospective participants the opportunity to receive or compete for gifts or prizes on the basis of skill or skill and chance, and which is conditioned wholly or partly on the payment of some value.

All contest and promotional puzzles and games must clearly and conspicuously disclose each of the following:
...
-The maximum amount of money, including postage and handling fees, which a participant may be asked to pay to win each of the prizes offered.
...

Finally, a contest in which participation is conditioned on payment of value and in which prizes are awarded primarily by chance is a lottery rather than a contest.

So I guess the last one is sort of covered by your rules that state "The criteria that the judges will use to select the entry are based on the time it took participant to complete the class." , which would be "a skill", but you never mention this fact in your announcment.
And you aren't clearly and conspicuously disclosing the amount of money a participant may be asked to pay...

.... which would be "a skill", but you never mention this fact in your announcment....
but we clearly say ..... "See the DiveComputerTraining.com FORUM for rules and regulations."

.... And you aren't clearly and conspicuously disclosing the amount of money a participant may be asked to pay...
?????
Prices of our classes are listed next to each class BEFORE you even have to register with our service.
Additionally, users might even not have to pay to enroll in classes ... either because they accumulate enough Bubble Credits by playing with the simulator or because they get an Activation Code for the class from their local dive store (some dive stores are giving the Activation Code for free if you purchase a computer from them).

As of now we have 7,679 users, from all over the world, that have done 41,558 virtual dives for a total bottom time of 6,515 hours and taken 919 classes.

What is your point ?

Contest is CLOSED ...... and the WINNER is .... Darrell Brackett from Lenoir City, TN.

Darrell is taking home a brand new Atmos AI:

This is what Darrell had to say about the Atmos AI:
"I was very pleased with the on-line class for the Aeris Atmos AI. I had used the computer for several dives, and read the manual thoroughly. The advantage of the class is that it worked me through all of features of the computer in a very logical, step be step way. I got to practice features that I might not have thought to use if left on my own. The material was well written, the graphics were excellent, and the program worked flawlessly. I highly recommend the use of this service, and if I ever purchase a different model computer, I will come back to this site for more training."

Just wanted to say...that I did indeed win the computer and have recently taken delivery!

I meant what I said about the training site, and think its a solid way to gain a more in-depth knowledge base about dive computers.

Thanks!
