Will strobe scare away the fish ?

On a recent Carribean dive trip, a group of divers from Russia was diving with me
and one the divers had a strobe light attached to his BC ....

During one dive, viz was not so great ( 10 - 20 meters ), and I could easily see this
diver's strobe blinking even if I could not even see a shadow of him !!!!

For safety reasons, I'm thinking of running to my LDS and get one of those strobes .... but since I'm an UW photographer, will this flashing light scare the fish away ????

It shouldn't. I have not heard that it has for those that use them.
