So why do docks in freshwater not require GFIs on the primary circuits?

Because getting a permit is laborious and expensive.

Also, the research I did quickly says NEC requires gfc outlets as recently as 2011... Depends on when the electric is installed and how.

Yeah, from the linked article in the linked article...sounds like it wasn't upto code.
