I may have been fooled, it says London on your article but they may be talking about the Colchester pool since the same people are involved.

The reason I differentiate between London and Colchester is that my daughter picked up a BS from the University of Essex married a Brit and lives near Colchester.
 
So can the US, particularly southern California get in on this deep pool building extravaganza? I miss having a quarry or similar to do gear checkouts/tinkering in. While I still do it, I'd prefer to not test gear out on open water dives.
