who trains the trainers?

To become an Instructor, one first must be a Divemaster (or equivalent) or Assistant Instructor (or equivalent) with a wide range of diving experience and a minimum number of dives as prescribed by whatever training agency you are a member of. Minimum age is usually 18.

Then you attend a course held by an Instructor Trainer: some agencies call it an Instructor Training Course (ITC) others an Instructor Development Course (IDC). Ultimately, an Instructor Evaluation must also be passed in order to attain Instructorship.

There's a lot more to it than that, but those are the basics.

Yup. Sub describes the basics. People who want to become instructors take an instructor class.

People who train instructors always hope the candidates come prepared, know a lot about the art & science or diving, and have basic communication skills. Then at the instructor class, the candidates get a lot of opportunity to practice teaching, with tons of feedback coming from the staff, and the opportunity to develop a "teaching style" for classroom, pool, and open water lessons.
