A little more information would be very helpful.... for example:
Are you going by yourself or with others?
Where do you live? Is the diving more important than the night life? About the same? How many dives do you want to do? How much money are you looking to spend?

Key West is a great dive site with alot of night life. (I would not recommend taking children to Duval street though. Lot's of drinking and other things you may not want to explain to them yet)

I would say the cheapest place would be Ft. Lauderdale - lots of wrecks, lots of nightlife.
Next, I would say Cozumel or Playa del Carmen (right across the water from Cozumel) also known as Riviera Maya. An all-inclusive would be cheapest if you eat and drink alot. There are always good deals on Caradonna Dive Adventures - Dive Travel and Vacations for what you want.
