Do you know of a low key dive spot with great diving and good beaches to go with a non diver in tow?

Whitewater Caye, but don't get suckered into going to Tobacco Caye because of the lower cost. To get to Whitewater Caye, fly into Belize City, where you'll fly again on a crop duster to Dangriga. The dive op will pick you up and transport you to Whitewater Caye. PM me if you want more info.

Not a lot to do in Dangriga.

You might best solve the problem by splitting your time between a dive location (Ambergris Caye is prolly the best, considering the non-diver) and a land-based eco tour.

Placencia down south has good diving, a great beach and is VERY low key. Dive trips go out to tiny keys with good snorkeling. First stop is the key, to drop off the cook, then you dive, come back to key have lunch, do second dive, back to key and then back to mainland. A non diver could really enjoy relaxing and snorkeling on the key while you dive.

Also there are manatee tours there and some mainland based river and eco tours.
