When making your own weights, but the lead shot in plastic first?

Hi,
I'm going to make my own weights. I'm going to buy the pouches probably from idsewing or scuba accessories, and then fill them with lead shot.

Now my question is, should I put the lead shot in heavy duty plastic bags before putting them in the weight pouches? With no water contacting the lead, it should keep everything cleaner.

What do you think?
