When are the new Stingray City regulations going into affect?

Heading down there the last of April and I was wanting to know if the new Stingray City regulations will be in place before then. I will be doing the diving part of Stingray City, not the sand bar.
 
It is very doubtful that the new regs will be in place before July ans probable that they willl not come into effect until later than that.
The Govt doesn't seem to be in too much of a hurry to get the law passed.
Either way you shouldn't be too concerned as it will not affect you as a diver/snorkeller very much and may enhance your experience even.
The major effects of the legislation will be to limit numbers at any one time, prevent damage to nearby reefs and decrease the amount of food given to the rays. This means that visitors will not be able to feed the rays themselves but will still be able to interact with them.
It is probably too little too late but you have to start somewhere!
