What's the pad-thing on the Halcyon BP?

I've seen photos of a black pad-like thing on the inside of a Halcyon BP--the part against your back--with the Halcyon logo on it. Looks like it screws to the BP. Is that so that you can store things like the safety sausage in the ridge on the BP?
 
It's called an MC storage pak and yes, it is used to store stuff like lift bags, etc.

They say it is also used for cushion between you and your BP when diving wet or with no exposure protection. The only way I see this as being a cushion is when you do have something stuffed in it.

I haven't installed mine because I dont have any signaling device worth stuffing up there yet.
