You can see a white version of this animal in my gallery.

Typically comes out at night and stays near some kind of light source among darkness of night looking upwards, for example near a jetty.

I think Helmut Debelius fish id book has a photo of this animal with a needle fish in its jaws. Cannot remember clearly.
 
What Family is that in?
 
Think it belongs to the snake eel family, though the coloration is not like any species listed. I suspect it is a crocodile snake eel but need confirmation. In anycase, it stood out in the sand (red head and all).

Yes it is a member of the snake eels.

The color will match the background it hides in. I also have photos of this critter in red.
