What is this Fish?

I don't imagine it is obscure but I can't find it in my one coral reef book.
How big? about 10 to 15cm I think.
Where? on a reef in Paua New Guinea at around 10m
Observed behaviour - can't rememeber anything apart from what is in the photo!

Thanks - there is a blackspotted puffer in my book but it is bright yellow - apart from the black spots! Other than that minor variation, they do look the same.

I've seen all white ones like this ia Malaysia and Eygypt.
