Above or below the surface? What kind of whales do you want to photograph?

Most anywhere along the coast tends to work. Monterey Bay has been blowing up with Humpbacks and Orcas. Alaska has it's seasons for whales. Mexico is where they winter on the West Coast. Take your pick.

A great resource for whale watching is Whale Watching :: Planet Whale
Dominican Republic is my personal favorite….I've been out to the Silver Bank 3 times with Swim with Humpback Whales in the Dominican Republic to snorkel with humpback whales. The photography opportunities are ENDLESS and phenomenal!! I am heading down there again next month for 4th trip…I am super excited to go back.

Anywhere along the California coast lately is amazing for whales, especially Monterey.
San Juan Islands and Vancouver Island are great places to view/photograph killer whales.
