Water purge port on a semi-dry suit

I have a Aqualung Iceland semi-dry and I noticed a small port like this at the chest area that says 'water purge'. Out of curiosity, does anyone know what this does?

it looks like that is a separate "pouch" or cover as an extra layer for your neck. The purge is so it doesn't collect water when you get out and dump everywhere.
