I work in this area,for quick reply to all it is better to book earlier and get the itinerary and confirmation of diving in sipadan from whichever resort you book to avoid disappointment.
and for info Borneo Divers and Sea Sports now has already posted all the necessary information on their website and as well as you can get info from their front office personnel in their HQ in Kota Kinabalu Sabah Malaysia

Hi Guys - just to get back to you about the permit situation for Sipadan - the resorts are all allocated the same number of permits, including Seaventures Dive Resort and unfortunately wherever you go you are faced with the same kind of problems. Permits are tight and they are really cracking down on the numbers of visitors to the island for everyone. The dive resorts such as seaventures are aware of this problem and this is why focus is now turning to developing the individual house reef sites to take some of the strain away from the island. This has resulted in places like Seaventures having some of the best macro diving around and now schooling barracuda and an increasing amount of bumpheads. However, in terms of Sipadan just make sure you are guaranteed a permit for the days requested before you book yourself up. Don't choose the resort because you think you have a better chance of a permit - it doesn't work like that - choose it because of the additional benefits it can offer you.

No resort can GUARRANTEE you permits for the day's you want. Don't know who told you so buddy. You plan for 3-5 day's diving in the area and hope to get at least 1-2 days on Sipadan....getting 1 day out of 5 is bad lucky, 2 is good, 3 is heaven sent, 4 and the god's are working their magic.
