Watt's Up meter does not show any voltage after 30 minutes of charging. Battery charger shows solid red LED for power and flashing red LED dpv battery indicator. How long should it take to see voltage from dead cells.
 
Is your battery pack Ni based or Li based?
Basically, Nickel-metal batteries (NiCad/NiMH), when over-discharged, can grow little metal whiskers or "dendrites" between the internal plates, shorting the cell out and no amount of normal charge currents bring them back. Pulsing a high current through the cell by applying a momentary high voltage to the cell can cause enough current to flow that the dendrite fuses and melts, and therefore, the cell is not longer internally shorted, and can hold a charge.
However the same procedure applied to a Lithium based cell can be highly dangerous (risk of fire/explosion).
