Can someone explain to me what this means on the IDC Weekly Diving Activities diving page: "Grey Rocks (CRABBING LICENSE)"?

It means that the dive is intended as a crabbing dive. I.E. people will be chasing crabs, collecting them to eat them later. As such it requires a Provincial license to collect crabs (i.e. fishing license).

Isn't salt water fishing Federal? Note that you can get your license on-line now: http://www.pac.dfo-mpo.gc.ca/recfish/default_e.htm, which is quite convenient.

LF: Never considered the provincial vs. federal thing as I've never actually fished in salt water, I'm sure you are quite right :)
