As announced by the Malaysian Government effective 10th Feb 2013 the following rules apply when diving Sipadan Island:
only Advanced Open Water Divers or entry level divers with a minimum of 20 log dives are allowed to dive in Sipadan.
Underwater Cameras, Hand Gloves and Fish Pointers are totally banned in Sipadan
 
I'd like to say that it's the result of inexperienced or unskilled divers who are so focused on their shot that they cause damage to the reef. Unfortunately I've seen way too many skilled divers grabbing ahold of things, laying on fragile corals, or repositioning wildlife in the interest of getting the "perfect" shot.

I won't blame a country who wants to preserve their natural resources for the actions of people who can't make the effort to dive responsibly ... and I don't know of any way to weed out the irresponsible ones before they get there. So once again, the actions of a few affect everyone.

Checked with sabah parks on friday. No such ban is planned at this moment in time nor has the matter been brought up for discussion. That's the word for now.
He seems like he knows.
