I don't know your business plan, so to speak, but I can't help wondering if you aren't setting yourself up to invest significantly more than you will actually raise over a year or two. Could just donate that $$, although not as much fun.

Think that through, and then see if you are able to align yourself with a local shop and use their gear for your program. First, if it is a worthy cause, that may put you well on the road to convincing them to work something out. And if you are able to funnel to them your DSD customers who want to go on to earn a certification, or buy snorkel gear, etc. then it makes good business sense for them, too.

sounds like the best plan. I just have to figure out that for Billing purposes. The entire point is to make money for the non profit but how is that done if the local dive shop is getting the money?

I am suggesting that they might support you with gear, air fills, etc. for n/c in exchange for the post-DSD business.
