Why not get a T3i (or T2i or T4i) instead? About the same image / iso capabilities. All have popup flashes to optically trigger external strobes. Since you're doing video, the advanced stills focus system of the 7D won't be of that much advantage (especially in clear bright ocean water). That will save you about $600 right there (and buys you the Tokina 11-16 f/2.8 lens). Also, I think the housings from Nauticam are a bit cheaper for the rebel bodies.

Either way, add Magic Lantern. On the Rebel bodies its's great. You can have one touch whitebalance and iso using the rear up/down/right/left buttons!!!!

If this is a long term investment, the 5DIII would be much better all around.

If you are trying to keep it low cost find a used Ikelite housing and a used rebel. I found a T3i with less than 8,000 shots for $335 on CL. You can probably find a used ikelite housing and dome port for a decent price to boot. In the end you might save over $2000 and produce footage that no one could tell apart from the 7D/Nauticam with the exception of edges and corners on ultra wide angle footage.

If I remember correctly the 7d and t3i both are the same sensor. The image results when in focus should not differ significantly. This being said the t3is I have played with have not been as on the ball with focusing as the 7d but that part is to be expected with the differing number and type of af points. In addition the 7d is better built and better sealed; a t3i has a magic way of attracting dust to sensors.
